Ivy Reynolds

Ivy Jean Reynolds is the founder and principal consultant of Agrarian Policy Center, LLC, a boutique public policy consultancy dedicated to crafting practical, forward-thinking solutions in the agricultural and natural resource sectors. With a unique blend of policy expertise, rural sensibility, and a results-oriented mindset, Ivy has built a reputation for her ability to bridge the gap between government policy and on-the-ground realities.

A native of rural western New York, Ivy’s passion for agriculture and rural development was shaped early in life. Her formative years were spent immersed in the rhythms of small-town farm life, where her involvement with the local chapter of the National FFA Organization instilled in her a deep respect for hard work, land stewardship, and community values. This early exposure to agriculture gave her an authentic understanding of the challenges and opportunities facing rural communities—perspectives that continue to guide her work today.

Ivy’s professional path began at the U.S. Department of Agriculture’s Farm Service Agency (FSA), where she worked directly with farmers, ranchers, and federal programs that shape the backbone of American agriculture. Her time at USDA provided her with invaluable insights into how federal policy is designed, interpreted, and implemented at the local level. She witnessed firsthand the bureaucratic hurdles and communication breakdowns that can hinder progress and became committed to being a catalyst for more efficient, responsive, and equitable policymaking.

In founding Agrarian Policy Center, LLC, Ivy Jean created a platform where technical policy knowledge meets boots-on-the-ground experience. The firm specializes in strategic policy advising, regulatory analysis, stakeholder engagement, and program development for clients ranging from government agencies and nonprofits to agricultural cooperatives and rural economic development organizations. Ivy is known for her ability to translate complex regulatory language into accessible, actionable insights—empowering her clients to navigate the policy landscape with confidence and clarity.

A student of history and a steadfast admirer of Theodore Roosevelt’s conservation ethic, Ivy draws inspiration from his bold and visionary leadership. She applies what she calls a “cowboy attitude” to her work—unafraid to tackle tough issues, committed to integrity, and always aiming to deliver lasting, meaningful impact. Her approach blends intellectual rigor with pragmatic strategy, ensuring that solutions are not only well-informed, but implementable in the real world.

Beyond her consulting work, Ivy is a frequent speaker and writer on issues related to agricultural policy, rural innovation, and environmental stewardship. She remains actively involved in mentoring young professionals interested in public service and continues to advocate for policies that uplift rural communities, promote sustainable land use, and strengthen the agricultural economy.

With a deep commitment to service and a practical mindset honed by years of firsthand experience, Ivy Jean Reynolds stands at the intersection of policy, agriculture, and leadership—helping shape a future where rural America thrives, and public policy delivers on its promise.
